Leigh Smith

Leigh Smith has more than 20 years’ experience across Victoria’s waterway management sector, spanning rivers, wetlands, estuaries, urban stormwater, and natural asset management. He combines deep technical expertise with strong leadership, program design, and stakeholder engagement skills, developed through senior roles in both consulting and public sector organisations. Leigh has led and contributed to strategy and planning, risk-based investment prioritisation, and end-to-end project delivery, and has been instrumental in embedding asset management frameworks into waterway management practices, including a model now underpinning Melbourne Water’s investment planning. At Water Technology, he delivers innovative solutions such as risk-based rehabilitation planning, remote sensing assessments of vegetation, and spatial tools for environmental and community resilience, while also partnering with Traditional Owners on cultural flows projects. Known for providing trusted, actionable advice, Leigh works collaboratively with clients to translate complex challenges into practical outcomes, supported by advanced GIS and remote sensing capabilities strengthened through postgraduate study in Spatial Science.
